The Uttarakhand Cabinet approved the new excise law, which requires liquor vendors near places of worship to have their licenses withdrawn. The initiative was initiated “with a focus on the importance of religious areas,” according to the state government.

A government order will be issued shortly to specify what constitutes a sacred location and the distance at which alcohol can be sold. The establishment of liquor stores within seven kilometres of Har Ki Pauri and the Rishikesh Municipal Council is currently prohibited. Alcohol is not permitted on the Char Dham circuit or at Hemkund Sahib.

Furthermore, under the new regulations, a store that sells alcohol for more than the maximum retail price risks losing its license. To protect customers’ rights, department stores will be subject to MRP restrictions.In order to “ensure economic benefits within the state,” the rule also states that wholesale liquor licenses can only be given to Uttarakhand citizens.

Because of the significance of the location, the state’s new excise policy confirms the closure of liquor shops with licenses near places of worship. Furthermore, due to strong public sentiment, there will be greater supervision over the sale of alcohol. Sub-shops and the metro liquor system have been discontinued. A store’s licence may be terminated under the new Excise Policy if its prices exceed the MRP.

The government noted that lowering export duties will boost investment in the liquor industry, and specific incentives will be provided to the malt and spirit industries in hill regions. Furthermore, distilleries will be encouraged to use locally grown agricultural goods, which will increase farmers’ earnings and offer new markets for them.

For 2025-2026, the target of revenue is Rs 5,060 crore. In 2023-2024, the state earned Rs 4,038.69 crore, compared to a target of Rs 4,000 crore. The target for 2024-2025 was Rs 4,439 crore, with around Rs 4,000 crore collected already.

Furthermore, the Cabinet has also approved the addition of a supplemental book called Our History and Icons to the curriculum for classes 6-8, which will teach children about “Uttarakhand’s movement and cultural heritage.”
