Advice Please

I’ve been out of aviation for many years, so need some advice re PPL training.
A friend has asked me to find the best and cheapest way to a UK PPL. At the moment just the basic, but he may be looking at things like twin/night ratings.
Said friend is a UK National, and would be looking for a UK licence.

My first reaction was to suggest somewhere in the USA, but I’m so long out of any sort of flying (retired airline pilot), that I cannot really tell him anything.
