Croatia seeks second ground handler for Zagreb Airport

The Croatian Civil Aviation Agency is in the process of selecting a second ground handler for Zagreb Airport with an ongoing tender launched in March. Croatia’s busiest airport outsourced its ground handling operations, which include passenger check-in, baggage handling, towing, de-icing and fuelling, to Havas, a subsidiary of TAV Airports, in 2022. Since 1997, the provision of ground handling services in the European Union has been open to competition. Prior to this, ground handling at EU airports was governed by monopolies, leading to many airlines complaining about high prices and poor-quality services. The much-delayed introduction of a second ground handler at Zagreb Airport is expected to spur competition. The Croatian Civil Aviation Agency is due to launch tender procedures for the provision of ground handling at Split and Dubrovnik airports later this year.
