Missouri Department of Commerce & Insurance Issues Bulletin to Protect Tornado Victims


The Missouri Department of Commerce and Insurance (“DofI”) issued Bulletin 25-10 on October 13, 2025, to protect owners from cancellations of their homeowners’ insurance if their home was damaged in storms that ravaged large parts of the Missouri including the tornado victims. By preventing cancellations, owners are protected from significant increases in premiums and/or having less coverage.

The vast majority condominium communities obtain a master property policy for the benefit of their members and unit owners also buy individual unit owner policies. The policies work together to ensure that the entire community is restored. Bulletin 25-10 did not directly address master property insurance policies leading to numerous inquiries and complaints related to the DofI. In one case, a unit owners association faced steep premium increases and reduced coverage, even as the condominium community remained likely years away from full restoration.

To address this confusion, the DofI issued Bulletin 25-11 on November 4th to clarify that Bulletin 25-10 does apply master property policies and that the State will continue to monitor the efforts to restore communities affected by the tornados particularly since delays are occurring due to contractor availability, supply issues, and removal of debris.

This will greatly benefit residents by protecting them from the increased stress and financial burden of having significant increases in premiums with less coverage for a home that they might not be able to enjoy until restoration is complete.
