Telangana Reopens HILTP Portal for Industrial Land Conversion Applications


The Government of Telangana has extended the application period under the Hyderabad Industrial Lands Transformation Policy (HILTP), providing another opportunity for industrial landowners to apply for strategic land conversion. As per G.O.Ms.No.26 issued by the Industries & Commerce (IP&INF) Department on August 6, 2026, the online application portal has been reopened for an additional three months.

With this decision, applications under the HILTP can now be submitted from August 1, 2026, to October 31, 2026. Importantly, applicants will continue to benefit from the Sub-Registrar Office (SRO) rates prevailing before June 5, 2026, offering relief to landowners seeking conversion under the policy.

Extension Granted Following Stakeholder Requests

The order states that the online portal was previously opened for only one month, from June 1 to June 30, 2026. During interactions held by the Cabinet Sub-Committee on Revenue Mobilisation on June 21, 2026, representatives from industry associations, service societies, and other stakeholders requested the government to extend the application period.

Stakeholders informed the government that the one-month window was insufficient for many eligible applicants to complete the required formalities. Based on these representations, the Telangana Industrial Infrastructure Corporation (TGIIC) recommended reopening the portal.

Government Approves Three-Month Extension

After examining the proposal submitted by the Vice Chairman and Managing Director of Telangana Industrial Infrastructure Corporation Limited (TGIIC), the State Government approved reopening the HILTP online portal for another three months.

The extension enables eligible landowners to submit applications for the strategic conversion of industrial lands located within and near the Outer Ring Road (ORR) into notified multi-use zones.

The government has clarified that all applications submitted during the extended period will continue to be processed based on the SRO rates that were in force prior to June 5, 2026.

What Remains Unchanged

According to the Government Order, all other provisions, eligibility conditions, and operational guidelines issued under the earlier HILTP Government Orders will remain unchanged throughout the extended application period.

The Vice Chairman and Managing Director of TGIIC has been directed to take all necessary steps for implementing the extension and ensuring the smooth functioning of the online application portal.
