Garp understood full well that attacking Fullalead was extremely dangerous. He was primarily on a rescue mission and was moving quickly to blitzkrieg the Blackbeard Pirates. He was taking advantage of their unpreparedness, while Blackbeard himself wasn’t present. The Marines all knew of Blackbeard’s battle with the Heart Pirates at Winner Island.
COMPARISON: Had Sakazuki been the one to attack Fullalead, it wouldn’t have been a rescue mission. Instead, he’d have made it his mission to annihilate every single pirate that stood in his way.
We can infer that from his attempt at challenging the Blackbeard Pirates after the Paramount War. Sakazuki With only a Single battleship, intended on bringing them all down with his strength alone.
Each Titanic Captain that Garp had encountered, would’ve been mutilated and severely wounded after clashing with Sakazuki. The Fleet Admiral wouldn’t be in any rush to escape, and any similar parlor tricks that got the best of Monkey D. Garp, would fail.
Shiryu’s plan would fail as his blade would harmlessly pierce through Sakazuki’s body. He’s done a similar thing against Jinbei at the Paramount War and against Marco and Vista at the same time.

It’s extremely possible that most of Blackbeard’s Titanic Captains would’ve been killed or maimed. As we saw with Kuma, it requires only seconds for your limbs to be melted off. That same Kuma was rocking St Saturn’s world with his Armament.
